Marymoor Subarea Planning Initiatives Underway
Marymoor Subarea Vision
A walkable, denser subarea that features opportunities for living, employment, community gathering, education, shopping, and traveling to other Redmond and central Puget Sound destinations
As a follow-up to the Southeast Redmond Neighborhood Plan adoption, the City of Redmond is working on three related efforts to implement the vision and policies for the Marymoor Subarea.
These three efforts will converge as a set of recommended policy and code updates. The Planning Commission will hold a public hearing, review the recommended amendments, and make a recommendation to the City Council, which has final decision-making authority. Planning Commission and City Council review is expected to begin in late 2016.
- Transition strategy: the South Marymoor Subarea Committee (monthly meeting information) has been meeting since spring 2015 to develop a recommended land use transition strategy for the area south of NE 65th Street that maintains the economic viability of existing and future manufacturing uses
- Infrastructure plan: city staff have been developing an infrastructure plan with input from the community and a stakeholder group to plan public infrastructure needed to serve planned growth
- Comprehensive Plan policies and Zoning Code regulations: city staff has begun updating policies and developing zoning regulations that implement the South Marymoor Subarea Committee's preferred strategy, incorporate draft infrastructure plan results, and otherwise provide a zoning framework that advances policies in the Southeast Redmond Neighborhood Plan.
Preferred Transition Strategy
In January the South Marymoor Subarea Committee shared a preliminary preferred transition strategy at a neighborhood workshop. Based on input at the workshop and via an online questionnaire the Committee has agreed on a preferred strategy that has five key factors.
- Expands allowed uses such that multifamily homes, where allowed, are built when the market demands them while not making existing uses non-conforming
- Maintains reasonable investment thresholds that, when crossed, would trigger compliance with site and design standards, such as setbacks and building design, that are consistent with the vision
- Timing: allows the land use transition to occur according to market conditions and does not establish timing triggers that would create non-conforming uses or otherwise require uses to change on a pre-determined schedule, especially considering the challenges of redeveloping areas covered by binding site plans
- Uses development incentives to encourage the transition and achieve public goods such as affordable housing and public parks or plazas
- Compatibility: ensures that new uses accommodate the operations of manufacturing parks uses through site design for compatibility and by requiring notice to prospective residents that the subarea has active manufacturing activities and is adjacent to a regional park with loud events
Draft Zoning Regulations
Based on community input at the January neighborhood workshop and subsequent online questionnaire, the draft zoning regulations feature a mix of uses over a wide area. Neighborhood Workshop on January 28, 2016
The City is working with the South Marymoor Subarea Committee — people who work and own businesses and property in the Subarea. The workshop and a companion questionnaire asked:
- How might zoning changes affect you and your business and operations?
- In what ways could a transition strategy support you, your business, the South Marymoor employment sector, and the vision?
- What else needs to be considered in this process?

Marymoor Subarea Infrastructure Planning
The City is developing an integrated infrastructure plan for the Marymoor Subarea of Southeast Redmond. The outcome of this work will be an infrastructure plan and phasing plan that are consistent with the Marymoor Subarea vision and that provide clear guidance to City staff, property owners and developers as the City processes redevelopment applications and makes capital investment decisions. Southeast Redmond Neighborhood Plan Adopted
The City Council adopted the Southeast Redmond Neighborhood Plan on October 21, 2014.

About the Southeast Redmond Neighborhood
The Southeast Redmond neighborhood is bounded generally on the west by Marymoor Park and the terminus of SR 520, on the south and east by the City limit, and on the north by Evans Creek and Bear Creek.
Land uses in Southeast Redmond vary, including business park in the north, industry and retail in the western portion, and moderate-density residential in the eastern and southern parts of the neighborhood.
